Afghanistan: Advocacy and Communication Manager


The Agency Coordinating Body for Afghan Relief and Development (ACBAR) was created in August 1988 to provide a coordinated approach to humanitarian assistance in Afghanistan and for Afghan refugees in Pakistan. Based in Kabul and with four regional offices, ACBAR provides a platform for its member NGOs, the Afghan Government, the UN, donors and civil society to exchange information and share expertise.


ACBAR is looking for an experienced Advocacy Manager to lead advocacy initiatives on behalf of ACBAR members and to engage with other stakeholders in Afghanistan and outside. An advocacy working group composed of members of ACBAR is the main platform for advocacy initiatives. The Advocacy manager will also provide support to the Director of ACBAR, senior management and regional managers on advocacy issues and will be required to contribute to donor reporting and representation of ACBAR in different national meetings.


Core Duties:


Advocacy:


  • Implementation of advocacy and communication functions including leading ACBAR’s advocacy working group

  • Assist in preparation and writing of project and donor reports with senior management team

  • Assist in the coordination and facilitation of training programmes that support advocacy at all levels

Communication:


  • Manage and update the organization’s website and social media with national colleagues

  • Input to ACBAR’s various databases in support of info-coordination colleagues

  • Arrange timely responses to specific media enquiries and provide them with information regarding ACBAR and its work (in coordination with Director)

  • Review and monitor print, broadcast and on-line media coverage of ACBAR

  • Prepare communication tools and materials: publications, reports, media releases, with national colleagues

Representation:


  • Represent ACBAR in regular meeting in Kabul, the provinces and outside Afghanistan as required as part of the senior management team

  • Travel to the provinces/districts to represent ACBAR as required

  • Provide technical assistance and support to other senior managers in undertaking their project activities relating to advocacy and reporting

  • Any other tasks requested by the Director.

Qualifications and Attributes:


  • Master’s degree in journalism, communication studies or any other relevant social science from a recognized university

  • 5-10 years relevant professional experience, preferably with an INGO

  • Training and hands-on experience in ICT and social media networking

  • Demonstrated knowledge and experience in advocacy and communication on human rights and governance issues

  • Experience in working with the media in advocacy

  • Excellent oral and written communication skills in English

  • Outstanding networking and interpersonal skills

  • Experience in a complex environment, experience in Afghanistan preferred
