(AFG-KABUL) Advisor, Afghanistan National Defense Security Force Human Resource
Job Summary
Afghanistan National Defense Security Force Human Resource (ANDSF HR) Advisor shall contribute to the overall work and development of the Strategic Human Resource Management (HRM) plan with special emphasis on Manning the Force, Attrition Tracking and Management, Leave Management, Manpower Planning, Data Compilation, and Information Management.
Principal Accountabilities
- Monthly or as required, collect, review, analyze, verify and validate the ANDSF Personnel Accountability and Strength Report (PASR) data to produce personnel manning assessments and the following reports: PERSTAT Report, Roller Deck Report, ANDSF Development Report, Attrition Report, Ethnicity Report, etc. Advise and train the ANDSF Strength Managers in monitoring and tracking duty status change information (i.e. PDY, KIA, WIA, MIA, AWOL, Leave, etc.) and update personnel databases (manual and automated tracking).
 - Research and answer ANDSF PASR related questions and provide input for the preparation of reports to include the Special Inspector General for Afghanistan Reconstruction (SIGAR) Quarterly Report to Congress.
 - Advise and assist the ANDSF with incorporating PASR functions in Afghanistan Human Resource Information Management System (AHRIMS) to capitalize on technological advancements and systems capabilities to produce near real time and more accurate reports. AHRIMS encompasses the collecting, processing, storing, displaying, sorting and disseminating of relevant, PASR information, Essential Personnel Service actions, Military Occupation Specialty MOS/ASI and Casualty Management Information about units and personnel.
 - Participate in internal and external AHRIMS working groups to improve AHRIMS HR functions data requirements, format and processes to enhance system functionalities and capabilities.
 - Assist with development of a User’s manual for ANDSF organizations and personnel. Review and assist the ANDSF with refining their internal processes of staffing Essential Personnel Actions and incorporating HR Forms and processes into AHRIMS to improve processing time and establish better tracking and record keeping.
 - Support the annual Command Plan Review (CPR) process by reviewing the Tashkil authorizations with the appropriate ANDSF Directorate to determine adequate staffing and provide recommendations to improve efficiency, effectiveness and economy of resources within the Organization. To include actions required to bring the organization in alignment with the Tashkil and addressing requirements for programming future Tashkil needs.
 - Monthly or as required, plan, coordinate, conduct and lead Video Tele-Conferences (VTC) with ANDSF Corps G1s, senior NCOs, and other key leaders as required to address all HR matters that pertain to the ANDSF total force; provide guidance on HR identified priorities, issues and concerns, and way ahead to achieve identified HR Strategic objectives.
 - Contribute to the training and implementation of ANDSF-wide personnel policies and regulations.
 - Assist ANDSF Staff and HR Advisors with the development, management and continuous refinement of Policies and Regulations to provide transparency, accountability, governance and oversight across all areas of policy, execution and administration within the ANDSF.
 - Identify HR governance and AHRIMS Communications gaps or problems based on full spectrum doctrine, organization, training, materiel, leadership, personnel, and facilities (DOTMLPF) methodologies and recommend actions for solutions.
 - Use approved, published governance to mentor the staff to develop roles and responsibilities for each section as well as individual positions, and establish appropriate inter-office communications and coordination in order to complete tasks and missions in a more efficient and effective manner.
 - Work with the ANDSF Staff to include ANATC School Proponents, and other stakeholders to develop Career Maps for each Military Occupational Specialty (MOS) and establishment of a standardized and sustainable Professional Military Education (PME) System.
 
Knowledge & Skills
- Possess strong communication and interpersonal skills; strong organizational and analytical skills.
 - Possess computer skills in Microsoft Word, Excel, PowerPoint, and Outlook.
 - Ability to effectively communicate, advise and train others in principles of the associated staff functions.
 - Operate and maintain driver’s qualification which includes ability to operate manual transmission vehicles. Be prepared to drive as directed or required to perform duties.
 
Experience & Education
- Bachelor’s Degree in related field from an accredited college or university
 - Ten or more years work experience in the subject matter area at the appropriate level.
 - Prior supervisory experience required.
 - Former military officer (O-5+) or NCO (E-8+) with Army/Division/Corp Staff experience and personnel management responsibilities
 - Must have a final (not interim) DoD SECRET Level Security Clearance before deployment and maintain that clearance.
 
Physical Requirements/Working Environment
- Must pass all medical and fitness requirements directed by US Central Command (CENTCOM) in order to deploy.
 - Must be able to operate in harsh and austere conditions of Afghanistan
 
Travel
- Must be capable of daily travel in and around Kabul as well as to locations throughout Afghanistan.
