Afghanistan: Customs reform manager


Chemonics seeks a customs reform manager for the Afghanistan Trade and Revenue Project. The customs reform manager will supervise all activities under Component 3 (C3), Improved Customs and Tax Administration. The project provides technical support and assistance aimed to strengthen the business climate of Afghanistan to enable private investment, enhanced trade, job creation, and fiscal sustainability through the critical transition period and continuing into the Transformational Decade. This will be achieved through interventions aimed at improving the capacity of the government of Afghanistan to formulate and implement a liberal policy framework for trade and investment in accordance with international standards, enhancing integration in the regional and world economy through the promotion of trade and agreements, enhanced economic corridors governance, and private sector linkages throughout South and Central Asia, and strengthening revenue generation for fiscal sustainability and trade facilitation through reforms and anti-corruption measures in customs and taxation. Responsibilities include:


  • Supervise and provide technical guidance to Component 3 (C3) program support staff

  • Mentor the C3 deputy team leader to enable him to lead C3

  • Lead implementation of the C3 annual work plan activities, project management planning (PMP), and other project deliverables and reporting to USAID

  • Share lessons learned from C3 project implementation across components and feed into monthly and quarterly reports, semi-annual project review, and the annual project work plan

  • Develop scopes of work for technical assistance requested by the chief of party, other component leaders, or independent consultants

  • Lead C3 technical and administrative staff in Kabul, as well field-based trade corridor team embedded in customs offices

  • Participate in key program planning and management activities and assist the chief of party in the implementation of the annual work plans

  • Serve as the lead technical advisor to the Afghanistan Customs Department headquarters

  • Assist the government of Afghanistan to reform customs legislation, policies, procedures, and guidelines

  • Assist with efforts to simplify customs procedures and streamline all border clearance processes conducted by Afghan government agencies

  • Support implementation of Afghanistan Customs Department’s five year plan

Qualifications:


  • Bachelor’s degree with 15 years of relevant work experience, a master’s or J.D. with 12 years of relevant work experience, or a Ph.D. with 10 years of relevant work experience

  • Ability to lead and inspire a multi-disciplinary team under difficult and challenging circumstances to the identification and achievement of contract results

  • Experience in post-conflict/transitional countries

  • Experience managing a large staff in complex environments

  • Demonstrated leadership, versatility, and integrity

  • Ability to deliver results in complex customs reform work environments
