(AFG) Training Development Manager


*****THIS POSITION IS CONTINGENT UPON FUNDING***** Job Description: The Training Development Manager will work directly under the supervision of the Afghan Air Force C130H Maintenance Program Manager, and be responsible for the development of all training and Programs of Instruction (POIs) for the Afghan Air Force C130H Maintenance Training program in the country of the Afghanistan. Primary duties include working together with SMEs and curriculum design manager to develop and standardize all POIs for the C130 Maintenance program. Responsible for quality of training and all assessment tools on training to ensure continuous improvement of POIs and trainers delivering curriculum. Additional duties shall be to provide assistance with capability briefings, and Program Management Reviews in coordination with Program Management. This position requires the ability to communicate effectively with program leadership, government customers and Afghan trainees. This position will be based in Kabul, Afghanistan. There may be required occasional travel between sites within Afghanistan. The Training Development Manager shall participate in team, technical, and working group meetings as required; prepare and present briefings to the US Government as related to this effort; responsible to function within the Raytheon staff; provide inputs to WFF/WTA management; participate in the planning process and recommend improvement opportunities. Work Location: Kabul Air Wing, Harmid Karzai International Airport, Afghanistan or other location in Afghanistan as required. Required Hours: Work may include nights, holidays, and weekends on short notice. Standard will be to conduct training six (6) days per week for up to ten (10) hours per day while at OCONUS work site(s) and a standard 40 hour work week while in CONUS. Responsibilities: -The Training Development Manager shall work with program management to ensure all training objectives are met to include: o Participate in continual improvement process. o Assist in the development of training scenarios in accordance with the approved curriculum. – The Training Development Manager shall be responsible for standardization and quality control of all training products and assessment tools: o Facilitates the execution and evaluation of trainer/mentor Training Plans o Reviews and consolidates weekly Quad reporting as required o Manage, review and provide feedback to trainers/mentors on documented training performance o Develop metrics, collect data, conduct analysis and report trends o Manages the development and translation of standardized Programs of Instruction (POI) · The Training Development Manager shall be required to complete administrative tasks as well as any other responsibilities tasked by the Program Manager. Required Qualifications: · Curriculum development experience, specifically in continual improvement efforts to determine the efficacy of unit training programs and organizational training principles and practices. · Project Management Ability and Skills · MS Office and Personal Computer Skills · Interpersonal and People Skills, oral and written communication skills · Organizational Skills · Must be willing to work and live in Afghanistan with an understanding that they could be further assigned to any location in Afghanistan based upon the needs of the U.S. Government · Must be willing to work in hostile areas · Must be willing to deploy and live on forward operating bases operated by Afghan National Army under austere conditions without regular U.S. PX and Commissary facilities · Must be willing and able to travel outside of protected areas via military convoys or MILAIR, and wear protective clothing and equipment as required. In the conduct of their training contractors may encounter hostile forces. · Must be a United States citizen that has proof of citizenship and U.S. passport or U.S. Military ID. · Must be able to obtain an DoD interim secret security clearance prior to start Physical Requirements/Working Environment: · Include but are not limited to the wear of body armor and helmet Personal Protective Gear, unassisted lifting and carrying of duffle bags not exceed the weight of 70 lbs per piece, and the unassisted movement over uneven terrain. · Must be willing to work and live in Afghanistan with an understanding that there could be further assignments to any location in Afghanistan based upon the needs of the U.S. Government, to include hostile and austere areas. · Must be able to attend and pass USG deployment requirements at CONUS Replacement Center (CRC), Fort Bliss, Texas or equivalent location. · Must meet the medical requirements for the position being offered as determined by a pre-employment medical screening and in accordance with published CRC and USCENTCOM medical deployment standards. · Must be able to walk or stand on level and/or inclined surfaces up to eight (8) hours per day and sit for up to three (3) hours per day. · Must be able to routinely climb / descend stairs. · Must be able to routinely grasp or handle objects, use finger dexterity, bend elbows / knees, and reach above / below shoulders. · Must be able to read and interpret newspaper and typewritten print. · Must be able to communicate by voice and detect sound by ear. · Employee will be required to work and live in a potentially hostile environment, at remote locations, and under austere conditions. · Employee may be required to respond to a wide variety of operational circumstances, under extreme weather conditions, within a hostile environment. Desired Qualifications: – Curriculum Development incorporating standardized training management concepts. – Prefer previous experience training and advising foreign military soldiers – Possess current DoD Secret security clearance Required Education: Bachelor’s Degree in related field, and 6 years of related work experience. Equivalent work experience may be accepted in lieu of educational requirement. 82822
