Proposal Summary: **
The five-year USAID Afghanistan’s Measure for AccouNtability and Transparency (AMANAT) is to reduce and prevent corruption in government public services. The project focuses on strengthening Afghan non-governmental and governmental institutions in identifying vulnerabilities to corruption in the delivery of public services and developing corresponding recommendations; supporting select Afghan government institutions with technical and financial assistance to plan for and implement procedural reforms; and strengthening local CSOs capacity to test and monitor the effectiveness of those reforms and to advocate for their implementation.

Position Summary:
MSI is seeking an experienced Grants Manager will oversee the grants and subcontracts for the Project.
Responsibilities:
- Advise and assist in the design, development and implementation of grant under contract;
- Administer and monitor grants in line with established management policies, procedures, and practices;
- Analyze and evaluate grant application, proposals and awards to ensure adherence to grants management policies.
- Ensure proper negotiation of the terms and conditions for sub-grant
- Reviews and analyzes budget estimates consistent with USAID grant and program requirements.
Qualifications:
- 5 plus years experience in grants design and management as well as oversight of subcontracting required.
- Prior experience managing USAID contracts and grants, including grants under contract.
- In depth knowledge of USAID rules and regulations.
- The ability to work quickly and under significant deadline pressure.
- Field-based development experience required, experience working in conflict or post-conflict countries strongly preferred.
- Ability to communicate and work well with client and stakeholders;
- Fluency in English reading, writing and speaking required; Local language proficiency is desirable.
- Experience with USAID funded projects is preferred;
- Fluency in English required; fluency in Dari or Pashto highly preferred
