Afghanistan: Institutional Development and Change Management - Consultants

Background: The Asia Foundation (the Foundation) is a non-profit, non-governmental organization committed to the development of a peaceful, prosperous, just, and open Asia-Pacific region. Drawing on 60 years of experience, the Foundation supports initiatives to improve governance, law and civil society; women’s empowerment; economic reform and development; sustainable development and the environment; and international relations. The Asia Foundation has offices in 18 countries throughout Asia and is headquartered in San Francisco. In Afghanistan, the Foundation supports four primary themes: Governance and Law, Women’s Empowerment, Education, and Survey/Research and Knowledge Development.
In the Education department, the Foundation, with the support of the United States Agency for International Development (USAID), is implementing a six year project titled Strengthening Education in Afghanistan (SEA-II). The goal of SEA-II is to improve institutional capacity, operations, management, and programming of educational institutions and civil society organizations in Afghanistan that implement activities in line with higher and basic education needs of Afghanistan as expressed in the Ministry of Higher Education (MoHE) and Ministry of Education (MoE) strategic plans as well as the USAID-Afghanistan strategy. His Excellency, the Minister of Education (MoE), has initiated a process to restructure the ministry to deliver results more effectively and efficiently. To facilitate this process, the Foundation through the SEA-II project, has been requested by USAID to support MoE in revising the organizational structure of the ministry, the relationship among its departments/directorates/units at national and sub-national levels and modifying the existing procedures and processes according to the revised structure developed and being implemented by MoE. In order to do this high quality work, the Foundation is in need of international consultants along with a team of national consultants. Scope of Work There is a need for three international consultants for 6 months (with possibility of extension) with skills in institutional development and organizational change management. The consultants, under the supervision of MoE and the Foundation, will be responsible to assist the national consultants in revising the organizational structure of the ministry, the relationship among its departments/directorates/units at national and sub-national levels and modifying the existing documents, procedures and processes according to the revised structure developed and being implemented by MoE The consultants will be based in the ministry and will be working in close coordination with related MoE staff. Key Duties and responsibilities The consultants will be required to do below tasks but not limited to: • Assist the national consultants in compiling the required data from various MoE departments e.g. organizational charts, scope of the work for department unit, individual positions ToRs within the department/unit, standard operating procedures (SOPs), policies and guidelines etc. to understand roles and responsibilities of various MoE departments in an inclusive and participatory manner; • Identify gaps in the data/documents such as scope of work, individual staff ToRs, procedures and processes etc. according to the new structure and recommend modifications to address the same; • Assist the national consultants in designing tools for the interviews and Focus Group Discussions with high level management of MoE and Central/Provincial Directorates to solicit feedback on the new proposed structure and document information on their desired state; • Analyze and consolidate the data collected and document the findings to assist the Directorates with re-structuring the middle tiers of management • Together with MoE teams, draft ToRs for the restructured departments and staff members; • Work with the MoE and the national consultants team to develop a calendar that lays out in which sequence the modifications should be introduced and implemented (including detailed organograms for departments and units, scope of the work for department/units, ToRs for the staff positions within the units, standard operating protocols/procedures for the department/unit functions; • Assist the national consultants in developing a communication plan and capacity building initiatives for the effective implementation of the new organogram and facilitate the identification of gaps in the initial phase of the restructuring; • Assist the national consultants in mapping out the flow of authority and responsibilities across and within directorates, sub-directorates and other units both vertically and horizontally; and • Undertake any other related tasks as directed by the supervisor.


Required Qualifications and Skills


  1. Master’s degree (Ph.D. preferred) in Organizational development, Change Management or other relevant academic field;

  2. Over seven years of experience in Institutional Development and Change Management in the governmental sectors of a developing country (especially in Afghanistan);

  3. Demonstrated experience in leading national teams and developing their capacities in the areas of institutional development and change management;

  4. Ability to collect, analyze quantitative and qualitative data and develop comprehensive reports;

  5. Must be diplomatic and politically savvy, as s/he will interact with high level government officials and academics;

  6. Demonstrated ability to work in complex environments, work across different cultures, and manage diverse teams to deliver program outcomes within agreed timelines;

  7. Excellent verbal and written communication skills;

  8. Fluency in written and spoken English is required. Knowledge of Dari or Pashto will be advantage; and

  9. Able to quickly join the organization.
