JOB CONTEXT :
Handicap International has been present in Afghanistan since the 1980’s, initially in the refugee camps in Pakistan and later in 1996 through the establishment of a national program in Afghanistan. Its work was initially centered on anti-mine actions, particularly in the South and West regions, and physical rehabilitation via an orthopedic-fitting and rehabilitation center in Kandahar. Today, Handicap International Afghanistan works in the Southern (Kandahar and Helmand), Western (Herat) and Central (Kabul) regions of Afghanistan covering more than half of the people with disabilities in the country.
Currently, our team works in the following sectors:
o Victim Assistance
o Disability advocacy and awareness
o Capacity Building of Disabled People and Survivors Organisations
o Physical rehabilitation and Educations for Physiotherapists and P&O
o Emergency rehabilitation and psychosocial support
o Mine risk education / Mine Action


Afghanistan being still suffering from protracted conflict is also regularly hit by earthquake. This context further increases the needs for the population to build its resilience. Handicap International has been present in country providing emergency response, supporting development of access to services and supporting victims of CW/IEDs and all affected communities. However emergency preparedness has never been entirely part of activities supported by HI teams, for that reason, the position of Emergency Coordinator has been created.
YOUR MISSION:
Under the responsibility of the Program Director (PD) based in Kabul, this position objective is to ensure Handicap International’s responsibility to respond to humanitarian crisis in countries where we are currently working through our development programs.


You will have the following responsibilities:


 Humanitarian surveillance and analysis
 Supports the definition of the program’s intervention strategies and positioning during emergency response.
 Establishment of the emergency preparedness procedure.
 Assistance in writing emergency project proposals and with seeking funding.
 External representation notably in emergency clusters, under the delegation of the Program Director.
 Capacity building of the HI teams and their partners when related to emergency preparedness.
 In case of emergency: support the preparation and implementation of emergency projects and ensuring their supervision.


YOUR PROFILE :
You have :
 Master’s degree (Political Science, IFAID, etc.) or a degree in project management (Bioforce, etc.).
 3 or 4 years of experience in emergency contexts and/or in development projects, ideally in both of them.
 Previous experience in an emergency mission (mandatory)
 1 or 2 years of professional experience in coordinating humanitarian projects or as a field coordinator.
 Participation in or managing of an operational strategy definition of a project.
 Analysis and humanitarian surveillance.
 Knowledge of emergency preparedness and ability to skill-transfer in emergencies.
 Knowledge about emergency funding donors.
 Project design and management of multidisciplinary teams.


English is mandatory


CHARACTERISTICS OF THE POSITION:
The position is based in Kabul. Security is a major concern in Afghanistan with regular terrorist attacks in the cities and severe conflict in the northern areas at the moment (Kunduz). Freedom of movement is limited to Kabul and Herat and expatriates always travel in cars with drivers. Accommodation is in a secure guest house, close to the office, with other expatriates. The guesthouse is spacious with independent rooms.


CONDITIONS:
Employee: from 2200€ gross salary/month according to the experience of the candidate + expatriation allowance of €457 + medical health coverage, retirement planning, repatriation insurance
