BACKGROUND


Capacity Building for Results “CBR” Project, started since January 2012, aims to support the government’s effort to improve the capacity and performance of core line ministries responsible for national priority programs. The CBR project’s development objective is to assist the government in improving the capacity and performance of select line ministries in carrying out their mandates and delivering services to the Afghan people. This will be achieved through the implementation of specific capacity and institution building programs, which include systematic monitoring of and reporting on results.


Capacity Building for Results (CBR) Project Support Unit of the Ministry of Finance would like to recruit a qualified International – Banking Sector Adviser for the Office of the Minister of Finance with the following duties and responsibilities.


Number of Positions: One Position – To be stationed at Ministry of Finance


Summary of the Position


The Office of the Minister of Finance has identified strong need for an international advisor in Banking Sector to assess and review the status of State Owned Banks and come up with the risks associated with its operations and its mitigation. This task is in line with the Strategic plan and CBR proposal of the Ministry in areas associated with Institutional Development in relation to the banking sector. The Office of the Minister, thus, intends to recruit a qualified international advisor to assist the Minister in proper decisions regarding State Owned Banks and to provide wider advisory services as required. In this TORs, State Owned Banks are called “Banks”.


Duties and Responsibilities


The individual would be responsible for the following activities:


· To undertake an assessment to review the effectiveness of risk management within the Banks at central and branch level, including interviews and obtaining and verifying reports from the officials, and internal and external auditors, in relation to risk management policies, procedures and practices.


· To examine existing risk management systems, procedures and practices to establish the degree of comprehensiveness of cover in relation to good international practice in the banking sector.


· To identify gaps in risk management systems, procedures and practices and make specific recommendations to bring them into line with good international practice.


· To provide continuing support to the Minister of Finance in shareholder meetings of the Banks including drafting the agenda for prior approval by the Minister.


· To provide technical support to the Office of the Minister to help the establishment of a sound policy framework for the Banks.


· To assist the Office of the Minister in the recruitment of qualified and proper staff in key positions of the Banks.


· To assist the Office of the Minister in the development of a State-Owned Banks Oversight Unit, including development of its operational procedures.


· To undertake evaluations of credit, market and liquidity risks as required from time to time by the Ministry.


· Subject to workload and needs, the Adviser may also be requested to provide support at a more technical level related to the Banks as per the instruction and need of the Office of the Minister.


Qualifications and Experience:


· Bachelor degree in finance/banking-related subjects


· A minimum of 10 years experience working in or with national and international banking or financial institutions, or in other institutions in a financial capacity, including at least 5 years’ experience in advisory role


· Significant demonstrated experience in developing and implementing operational, financial and/or technical risk management frameworks, policies and procedures for banking or financial institutions, or for other institutions in these areas of work


· Fluency in English is required


· Good recent knowledge of the Afghan context is desirable


· Demonstrable knowledge of Da Afghanistan Bank, its role and operations is desirable


· Minimum 5 years’ experience with State Owned Banks overseas


Reporting & Supervision: The International – Banking Advisor will report to H.E. Minister of Finance


Duration: The duration of the position(s) would be for one year with possibility of extension depending upon performance with a 3-month probationary period
