(AFG) C-130H Deputy Program Manager
Contingent upon Funding Deputy Program Manager (DPM) of a 45-person contractor team in support of the C130H Maintenance Program (C130MP) at Hamid Karzai International Airport, Kabul Afghanistan. The United States Air Force has a requirement for a Contractor, Type 1 Special Training contract to organize, equip, and train Afghan Air Force (AAF) Aircraft Maintenance personnel and to provide for associated technology transfer on the C130H aircraft. The DPM will assist the Program Manager to ensure the program is executed on time, on cost and per the terms of the contract. The DPM must have strong interpersonal and administrative skills coupled with expert experience within the US Air Force community. The DPM will interface as needed with the on-site US Commander, the Combined Security Training Command – Afghanistan (CSTC-A), and the PEO STRI Contracting Officer Representative among other senior level military and government officials. Location: Kabul, Afghanistan (KAIA) Required Hours : Work may include nights, holidays, and weekends on short notice. Standard will be to conduct training 6 days per week for up to 12 hours per day while at OCONUS work site(s) and a standard 40 hour work week while at CONUS work sites. Occasional surges in effort may be required to meet training requirements. Responsibilities : ·8 years of experience in US Air Force aircraft maintenance skills, tasks, drills, and TTPs ·Assist PM by providing supervision and expertise to the contracted trainer team. ·Assist PM in managerial oversight of assigned contracted personnel, to include coordination of all personnel administrative requirements for the team. ·Provide oversight to ensure services are accomplished in accordance with Performance Work Statement. ·Provide deliverables in an accurate and timely manner. ·Prepare and maintain the contractor trainer team schedule with adequate coverage for every training day. Ensure each team member works with Military and Afghan counterpart and is capable of Professional Training and Training Material ·Attend staff meetings at HKIA as scheduled by the PM or appointed Quality Assurance Representative to review and discuss training operations and planning. ·Assist PM in supervision of team members, and mentor junior leaders. ·Assume all duties of Program Manager during PM absences. ·Assist in the development of programs of instruction, training support plans and lesson plans to develop the Afghan Air Force’s C130H intermediate and flight line maintenance training capability at HKIA. ·Complete all required operational reports for the PM, the appointed Technical Oversight Representative/ Quality Assurance Representative and other US government agencies as required. ·Provide a monthly performance review and training report to the PM and manage the Quality Assurance Plan for the program. Required Qualifications : ·Former United States Air Force field grade officer with knowledge/experience of US Air Force Aircraft Maintenance squadron mission, operations, and structure ·Previous deployment experience in Iraq or Afghanistan between 2001 and 2015. ·Superb leadership, critical thinking, and management skills. ·Able to clearly communicate in a timely manner both verbally and written. ·Able to resolve workplace conflict management. ·Willing to travel and routinely meet with senior Resolute Support (RS) and ANDSF leaders. ·Must possess or qualify for an interim U.S. DoD Secret clearance. ·Knowledgeable in all aspects of training development, management, and operations. ·Experience and current in US Air Force aircraft maintenance skills, tasks, drills, and TTPs. ·Experience with POI refinement and development. ·Team player — must be able to professionally interact and work with team members and senior US military/coalition military advisors and Afghan AAF leaders and students. ·Detail-oriented with the ability to work under challenging deadlines. ·Possess knowledge and technical expertise with Microsoft Office (PowerPoint, Word, and Excel). ·Must conform to military grooming standards. Physical Requirements/Working Environment ·Must be able to walk, stand, and sit for extended periods ·Must be able to type using a standard keyboard to communicate through e-mail and various software applications ·Must be able to crouch, crawl, grasp or handle objects, use finger dexterity, bend elbow/knee and reach above/below shoulders ·Must be able to communicate by voice and ear over telephone ·May be required to lift objects whose weight may not exceed 30 pounds ·The ability to read, write, and interpret technical data ·May be required to respond to a wide variety of operational circumstances, including extreme weather conditions and rudimentary infrastructure ·May be exposed to fumes or airborne particles; may be exposed to electrical shock hazards or work near moving mechanical parts, vehicles, or aircraft ·Must attend and pass USG deployment requirements at CRC, Fort Bliss, Texas ·Must be willing to deploy and live on forward operating bases operated by Afghan National Security Forces and work in hostile areas under austere conditions ·Must be willing and able to travel outside of protected areas via military convoys or MILAIR, and wear protective clothing and equipment as required. In the conduct of their training contractors may encounter hostile forces ·Must be able to obtain Visa for Afghanistan Desired Qualifications : · Active U.S. DoD Secret Clearance Familiar with relationships between TAAC-Air, CSTC-A, and the AAF. ·Previous experience training and advising foreign military airmen or soldiers. ·Project Management Experience. ·Prior experience with Defense Contracting, ITAR’s, and Import/Export Regulations. Required Education (including Major): ·Bachelor’s Degree in Business/Management/Training & Development/Engineering or related field and Graduate of Air Command & Staff College (or equivalent). Additional years of work experience may be accepted in lieu of education requirement. MBA preferred. 8 years with MS/MA in Engineering, Science or Mathematics or 6 years with PhD in Engineering, Science or Mathematic. ·Graduate of ACSC (or equivalent). Contractor personnel shall comply with all theater command policies, regulations, and General Orders. All tours are unaccompanied 81011
