Description:
The Initiative for Hygiene, Sanitation, and Nutrition(IHSAN)is a five-year project whose goal is toassisting the Government of the Islamic Republic of Afghanistan(GIRoA), civil society organizations(CSOs), and the private sector to carry out and scale up evidence-based nutrition and water, hygiene, and sanitation(WASH)interventions that will improve the nutritional status of women and children less than five years old.Specific project objectives include enhancing capacity to institutionalize nutrition programs, increasing adoption of optimal nutrition and hygiene behaviors at community and household levels; and increasing availability of nutrition, hygiene, and sanitation services and products increased.The project will focus on the 10 provinces with poorest nutritional indicators based on the 2014 national nutrition assessment.Recognizing that significant variations in health situations exist between districts and sub-districts in each province, we will promote improved nutrient intake and awareness and improved sanitation and hygiene practices by working with provincial health authorities and communities to strive toward improved coverage in priority areas.
Job Summary / Responsibilities:
Specific responsibilities for managing and completing a wide range of human resource and administrative functions to include, but not limited to:
Staff recruitment, retention and terminations
Maintenance of personnel files and Personnel Action Forms
Benefits administration and staff compensation
Counsel and advice to staff on personal and work related issues including providing guidance and direction to management team and employees on human resource related topics
Develop, manage and implement personnel policies
Work with staff and management to facilitate staff development and training opportunities
Communicate and ensure compliance and consistency with office practices and policies and compliance with all employment related laws
Effectively interface with all levels of the organization to coordinate and oversee all of the people-related and office management activities
Make certain that all administrative systems and processes are highly reliable, finely tuned and well delivered and in compliance with funder and organizational policies and procedures.

Problem Solving & Impact :
Independently coordinates and advises on issues and projects for HR office.
Serves as a resource; leads project teams or others on moderate to complex subject matters.
Recommends and develops solutions to HR-related issues.
Recommends and/or takes corrective action when necessary based on acquired knowledge andobservation of best practices.
Erroneous decisions or failure to achieve objectives will negatively affect the administration ofHuman Resources objectives.
Supervision Given / Received
Provide daily supervision for Administrative Officer.
Provides strategic human resources support through the planningand execution of HR practices and programs.
Establishes partnerships to deliver value added service to management and employees thatreflect the business goals/objectives of the organization.
Performs work with minimal direction.
Participates in determining objectives of assignments.
Plans schedules and arranges own activities in accomplishing objectives.
Makes recommendations and offers ideas to improve efficiency, but does not changeprocedures without supervisor’s review and approval
Technology to be Used :
Personal Computer, Microsoft Office(i.e.Word, Excel, PowerPoint, etc.), e-mail, telephone,printer, calculator, copier, cell phones, PDAs and other hand held devices.
Travel Requirements :
Less than 10%
Qualifications:
Education / Experience :
Advanced in Human Resource or related field(e.g.Human Resource/Organizational Development or Business Administration)
5-8 years of experience providing full range of HR generalist support in a medium to largeorganization.
Must have a working knowledge and be current with all relevant employment related laws;
Advanced skills in MS Office Suite(Word, Outlook, Excel, PowerPoint, and Access)and HRIS/Payroll systems.
A willingness to increase knowledge and update skills as required.
Ability to handle oral and written communications independently.
Ability to communicate effectively and tactfully with all levels of staff, individuals from diversecultures, and the public.
Demonstrated ability to successfully participate on senior management teams that provide leadership and strategic direction
Ability to multi-task and set priorities for self and manage time to achieve goals/completeprojects on or ahead of due date.
Must be able to read, write and speak fluent English; fluent in host country language.
Prior work experience in a non-governmental organization(NGO)preferred.
Certification of PHR or SPHR preferred.
Applied Knowledge & Skills :
Broad knowledge and experience in employment law, compensation, benefits administration, organizational planning and development, employee relations, safety, training and development and office administration.
Strong oral and written communication skills.Superior interpersonal and coaching skills including patience and ability to work well with staff at all levels
Ensures compliance with applicable local, state, and federal regulations.
Understands impact if regulations are not followed.
Able to handle issues, thus minimizing impact.
Presents, and defends, oral and written testimony on complex issues.
Typical Physical Demands :
Typical office environment.Ability to sit and stand for extended periods of time; ability to lift 5-50lbs.
