(AFG) LOGCAP Deputy Fire Chief
POSITION SUMMARY:
Responsible for the overall establishment, management, and supervision of the Fire and Emergency Services (F&ES) Fire Prevention Program within an assigned Area of Responsibility (AOR) within Afghanistan as defined in the current task order and Performance Work Standard (PWS) and as directed by Exelis.Responsible for implementing, managing, and maintaining all fire prevention services related functional standards within their AOR IAW the Statement of Work. Plans, develops, implements, reviews, and evaluates the comprehensive fire prevention program to include providing public fire safety training, fire safety initiatives, and fire inspection programs at the installation and throughout the assigned AORto ensure compliance with AR 420-1, Army Facilities Management, Chapter 25, Fire and Emergency Services, Local and Theater USG policies, and National Fire Protection Association (NFPA) Guidelines.. Manages functional area employee performance to include meeting production requirements, promotion, discipline and/or termination.
MAJOR JOB ACTIVITIES:
Manages the fire prevention program at assigned hub and satellite camps to ensure compliance with PWS and all requirements are met to include, but not limited to, Semi-Annual Fire Inspections, Public Fire Prevention and Education Programs, and Fire Extinguisher Maintenance Program. Assesses and analyzes the applicability of current program objectives offire prevention operations, determines trends and problems, and formulates corrective measuresand recommends changes when necessary.
Assigns, directs, and reviews the work of subordinate employees who assist in carrying out program activities.Ensure timely submittal of CDRL, deliverable, and work product reports pertaining to fire prevention. Ensure scheduling of required fire prevention inspections to comply and meet PWS requirements at both the Hub and Satellite camps.
Establishes and maintains a fire extinguisher re-servicing and maintenance activity at the hub location.Establishes and maintains exchange program for dry chemical and compressed air foam fire extinguishers, fire extinguisher holders, and signage.Ensure fire protection assets (Fire Extinguishers and Smoke Detectors) are maintained at acceptable levels to replenish stock at each satellite location.
Ensure assessments of fire extinguisher and smoke detection distribution requirements are completed by fire prevention specialists.
Manages the fire prevention awareness and educational training programs tailored to meet the needs of the base populace.Implements procedures for the scheduling and evaluation of emergency evacuation drills at public assembly and special occupancies.
Manages the fire prevention design review program to include pre-construction and pre-occupancy acceptance of facilities. Performs design and project reviews to ensure adequacy of fire safety features.
Determine compliance with base regulations concerning fire safety, prevention, and research fire safety deficiencies to ensure compliance with Army Regulations, NFPA codes, Uniform Building Codes, Unified Facilities Criteria standards, etc. Maintains current knowledge of the base, its structures, and all systems related to fire protection and prevention. Prepares facilities inspection and testing inspection schedules for all buildings, facilities, fire alarm systems, sprinkler systems, and other extinguishing systems that are tested by fire prevention and suppression personnel.
Develops systems and procedures to inspect, test, and maintain site fire protection equipment, including but not limited to, firewater pumps, engines, hydrants, hose houses, fire hoses, fire extinguishers, fire sprinklers, post indicator valves. Evaluate fire protection equipment, including economics, to request resources to maintain/improve equipment. Participates in the inspection and testing for all fire alarm and suppression systems that have been out of order or repaired. Establishes procedures to maintain appropriate documentation on the inspection and testing of all fire protection equipment.
Perform monthly self-assessments for compliance of proceduresand document for auditing purposes.
Ensures the maintenance of reference materials such as the NFPA Handbook of Fire Protection, National Fire Codes,Uniform Building Codes, Unified Facilities Code, etc.
Coordinate with appropriate agencies for travel of fire prevention specialists to satellite locations to conduct inspections and training.
Performs supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Participates in promotion boards and recommends selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements, and EEO and diversity objectives. Develops, modifies, and/or interprets performance standards. Explains performance expectations to employees and provides regular feedback on strengths and weaknesses. Holds employees responsible for satisfactory completion of work assignments. Appraises subordinate workers’ performance ensuring consistency and equity in rating techniques.
Performs other duties and assignments as required or as directed by the Fire Chief. May be required to fill Fire Chief’s position in his absence.

WORKING ENVIRONMENT:
Extensive interaction with the customer required. Activities will generally be conductedin varying indoor and outdoor environments and weather conditions. Duties will involve potential exposure to extreme climatic conditions including extreme ambient temperatures.Must have ability to follow oral and written instructions and procedures and comply with published Company work rules. Some positions/locations could involve working in a potentially dangerous environment.
PHYSICAL ACTIVITIES:
Must be able to meet and maintain physical fitness requirements defined by the Government Program Office. Mandatory wearing of Personal Protective Equipment (PPE: Kevlar helmet, body armor, etc).Work related activities may require use of Personal Protective Equipment including but not limited to head, foot, hand, torso, respiratory, vision, and hearing protective devices. Compliance required with OSHA, EPA, Fire Regulations and Company work policies.
MINIMUM QUALIFICATIONS:
Education/Certifications : One year related experience may be substituted for one year of education, if degree is required.
Bachelor’s or Associate’s degree in related field or equivalent work experience. BS/BA in Fire Protection Engineering preferred.
Must possess current DoD (IFSAC/PROBOARD) certifications for: Fire Officer IV, Fire Inspector III, Fire Instructor II, Hazmat Materials Incident Commander and Airport Fire Fighter.
Experience :
Required:Fifteen years of related work experience. Minimum of 5 years management experience (Assistant Fire Chief Level or above) and eight years of leadership or supervisory experience.
Preferred: 2 Years’ experience as a Deputy Fire Chief,US Military, DOD, or civilian.
Skills :
Good oral and written communication skills
Proficient computer skills
Knowledge of fire prevention mission and organization; fire safety requirements and objectives; fire alarm and suppression system design and operation; design and plans review; portable fire extinguishers; water supply systems; hazardous materials; fire prevention and public fire education; and fire cause and determination.
Must pass annual physical exam, federal background check and possess a current, valid U.S. passport.
SUPERVISORY/BUDGET RESPONSIBILITIES:
Supervises a department of up to 15 employees at multiple sites located throughout the assigned AOR.
