(AFG-KABUL) Program Director
Job Summary
The Program Director is responsible for the performance of a major program or multiple programs.
Principal Accountabilities
(Typical duties include the following, although specific duties vary by assignment or contract.)
- Direct, plan, and execute project(s) for successful performance leading to high customer satisfaction consistent with contract agreements, government regulations, and program objectives
- Oversee and monitor financial status and project performance to keep contract within budget guidelines and schedules, ensuring sufficient and proper utilization of personnel, materials, funds, facilities, and equipment
- Responsible to the Business Unit VP for cost, schedule and technical performance of all programs assigned.
- Provide clear direction to project employees, requiring compliance with applicable company, military, and host nation standards of conduct, instilling a culture of continuous improvement and high performance, and ensuring their health, morale, and welfare requirements are met
- Support program by contributing to development of comprehensive project plans including long and short range goals and milestones
- Oversee the performance of employees by frequent visits to field locations, discussions with supervisors, and discussions with the customers (Combined Joint (CJ) staff directors up to SES and General officer levels) with documented observations provided in trip reports circulated as appropriate
- Directs subordinate Program/Project Managers to ensure fulfillment of contractual obligations including cost, quality and schedules while maintaining company profit motives.
- Ensures program is in accordance with contract requirements and company policies, procedures and guidelines.
- Responsible for acquiring follow-on business associated with areas of responsibility.
- Supports new business development by leading major proposals personally or through subordinate Program/Project Managers.
- Responsible for the training and professional development of assigned Program/Project managers.
- Performs other duties as assigned.
Knowledge & Skills
- Able to understand and manage all aspects of complex programs with multiple sites, large inventories, and a diverse workforce.
- Possess strong analytical, organizational design, and decision-making skills.
- Excellent communication, effective leadership and interpersonal skills.
- Extensive knowledge of Department of Defense, United States government structure and agency procedures and policies for identifying and developing potential business opportunities.
- Able to qualify for a security clearance.
- Knowledge of various computer skills desirable (ex: Excel, Word, PowerPoint, etc.).
- Additional knowledge/skills may be required by contract or assignment.
Experience & Education
- Bachelor’s degree in an associated discipline. Two (2) years’ experience in related field can be substituted for each year of the four (4) years of college. Master’s degree preferred.
- Twelve (12) plus years in related technical environment. At least five (5) years related management experience required.
- At least 12 years of relevant experience required as a military officer, civil service, or civilian equivalent experience (Law Enforcement, Corrections, or similar non- military background).
- Previous experience in a contingency operating environment (Haiti, Bosnia, Iraq, or Afghanistan) a plus.
- Additional experience/education may be required by contract or assignment.
Physical Requirements/Working Environment
- Ability to work in post conflict environment and remote regions with limited resources
- Must meet all physical, medical and other requirements for overseas deployment in accordance with current DoD regulations.
- Long hours, exposure to weather and hazardous conditions
- Personnel should be aware of moving on short notice and under adverse conditions
- Willing to be accommodated in temporary billeting on commercial compounds or military Forward Operating Bases (FOBs) in tents open bay cots, dorm type living in “B” or “C” huts, container-housing units (CHUs), or hard buildings in Afghanistan
Travel
- Ability to travel domestically and internationally.
- Willing to travel within the greater Kabul area and between Arriving regional airfield FOBs and operating FOBs depending on road conditions and availability of military support (generally not available).
- Willing to travel to seven regional locations by either fixed wing military aircraft (e.g., C-130) helicopter (CH-47, UH60), or armored convoys.
