(AFG-KANDAHAR) Transportation Mgr Sr


Job Summary


The Transportation Manger Senior provides strategic direction and supervision for all transportation and movement control operations for assigned program.


Principal Accountabilities


(Typical duties include the following, although specific duties vary by assignment or contract)


  • Direct transportation and movement control for terminal operations, intra-theater cargo transportation, container operations, arrival/departure air control group, transportation hub operations, and theater mission planning

  • Provide technical direction to site transportation and movement control managers and ensure compliance with SOW requirement

  • Cross level support (using on-hand personnel and assets, ensure sufficient capabilities are in place) to cover surge and demobilization requirements

  • Oversee internal transportation requirements necessary to support operations

  • Work closely with procurement, logistics, and property management to ensure material and equipment are delivered to end users

  • Ensure compliance with all laws and regulations for the safe transportation and offering for transportation of Hazardous Materials/Dangerous Goods that are issued by The U.S. Department of Transportation’s Title 49 of the Code of Federal Regulations, The International Civil Aviation Organization’s International Air Transport Association Dangerous Goods Regulations, The International Maritime Organization’s International Maritime Dangerous Goods Regulations, and any other regulatory bodies

  • Coordinate with military transportation units and commanders to validate priorities and ensure customer expectations are exceeded

  • Perform annual training as required for efficiency and compliance

  • Oversee support needed for audits conducted pertinent to project controls

  • Manage country team vehicle fleet

  • Perform other duties as assigned

Knowledge & Skills


  • Advanced knowledge of ground transportation, freight forwarding, military transportation operations, and transportation network administration

  • Skill in analyzing and evaluating contract specific transportation systems, reports, quality control, and traffic management functions

  • Experience and knowledge managing a transportation management system used to manage carriers and transportation contracts, configure route guides and quote/rate shipments, plan and optimize shipments, evaluate and select the right mode and carrier combinations including private/dedicated fleet integration, streamline warehousing operations with dock appointment scheduling, track shipments to improve visibility and manage performance, support supplier and carrier compliance programs and audit and settle freight bills to improve the “financial supply chain”

  • Current Training and Certifications in Dangerous Goods/Hazardous Materials transportation regulations of the 49CFR (USA Domestic), ICAO/IATA (International Air) & IMDG (International Ocean) preferred

  • Skill in organizing and supervising movement, deployment, and redeployment of personnel and equipment in a military and joint environment with civilians

  • Strong oral and written communication skills with the ability to write reports, business correspondence, and procedure manuals

  • Proficient in Microsoft Office software

  • Strong leadership and organizational skills

  • Additional knowledge/skills may be required by contract or assignment

Experience & Education


  • Minimum ten (10) years of experience including eight (8) years in military transportation or similar work with at least two (2) years in an OCONUS/Combat Zone management role in transportation.

  • Evaluation experience in site capability and limitations for, air terminals, road networks, air flow, fleet management, and convoy operations

  • Proven technical experience in interpretation and use of transportation, container management, and movement control automated systems (ground and air)

  • Experience as liaison representative between military and other military services, commercial agencies, and host nation elements

  • Bachelor’s degree in logistics or management discipline; may substitute two (2) years of experience in related field for each year of college

  • Additional experience/education may be required by contract or assignment

Physical Requirements/Working Environment


  • Living and working conditions at the assignment location could be remote and uncomfortable

  • Long hours, exposure to weather and hazardous conditions

  • Personnel should be aware of moving on short notice and under adverse conditions

Travel


  • Ability to travel domestically and internationally

Must have ability to obtain and maintain US security clearance at proper level
