Afghanistan: Chief of party



Chemonics seeks a chief of party for the ongoing USAID-funded Afghanistan Business Environment Reform project. The chief of party will provide strong leadership to attain project objectives, ensure effective communications with the project team and with USAID, and identify and mitigate project risks. We are looking for individuals who have a passion for making a difference in the lives of people around the world.​


Responsibilities include:


  • Provide overall project leadership through strategic planning, management, and technical implementation

  • Serve as Chemonics’ in-country representative to USAID by maintaining routine correspondence; ensure that all pertinent information is disseminated appropriately and accurate records are kept of all communications with USAID

  • In collaboration with the project team, design an annual work plan that formulates project activities, deliverables, and budget needs in accordance with the USAID annual planning cycle and assure timely disbursement of funds

  • Ensure that proper action is taken to maintain implementation plans and make timely and cost-effective adjustments to unforeseen and unavoidable implementation constraints and delays

  • Review and edit reports and deliverables compiled by project staff and short-term consultants as a quality control measure before submission to the USAID contracting office representative

  • Establish and develop positive relationships with host-government partners and other stakeholders

  • Provide technical oversight and supervision of employees and consultants

  • Ensure quality control and the overall responsiveness of technical assistance provided under the contract, including necessary adjustments to operations to fit the requirements of USAID and the Afghanistan government

  • Coordinate and be ultimately responsible for all data collection, monitoring, report generation, evaluation, and related tasks​

Qualifications:


  • Advanced degree in agriculture, economics, business administration, or related field

  • Minimum 10 years of experience in relevant technical areas

  • Experience managing complex programs of similar scale, particularly in transitional, Islamic, and/or post-conflict countries

  • Experience building and effectively supervising a diverse team of employees spread across an expansive region

  • Experience working with international donors and knowledge of USAID policies and procedures

  • Ability to solve problems creatively and maintain ethical management

  • Demonstrated leadership, versatility, and integrity​​​
