Afghanistan: Emegency Coordinator


Norwegian Refugee Council (NRC) has been working in Afghanistan for the past 12 years with its main activities include: Information Counselling and Legal Assistance (ICLA); Education; Shelter; and Water, Sanitation and Hygiene (WASH). Through its programmes, NRC provides humanitarian assistance to Afghan refugee returnees, conflict and disaster-induced displaced persons (IDPs) and other vulnerable, displacement-affected populations.


The Emergency Coordinator is responsible for the planning and implementation in close collaboration with the Area Managers of the Emergency activities in Afghanistan.


Job description


  • Coordinate contingency planning and emergency preparedness, in close collaboration with NRCs staff and external partners.

  • Coordinate annual activity and work plan for contingency planning and preparedness

  • Work with the Emergency Focal Points in NRCs field offices in to ensure appropriate preparedness and response.

  • Coordinate emergency assessments, in close collaboration with NRCs Security Department

  • Participate in project proposals to ensure emergency funding, when needed

  • Coordinate the emergency aid delivery and lead the Emergency Response Team in the ground

  • Ensure proper documentation of emergency response activities, including post-distribution monitoring. Monthly activity/project reports and other reporting as required

  • Training and development of NRC staff and relevant partners and beneficiaries in emergency response mechanisms

  • 9Ensure adherence to NRC policies and donor requirements, humanitarian principles, SPHERE, Do No Harm, and other international standards for emergency work.

Qualifications


  • Minimum 4 years of experience working as a Project Manager in a humanitarian complex and volatile contexts

  • Relevant educational background combined with relevant professional experience

  • Experience in cash and voucher-based programming

  • Experience in SOP systemic design approach

  • Experience in working with ECHO funded projects is a plus

  • Fluency in English, both written and verbal

  • Political and cultural awareness and experience of working where insecurity is a major issue

  • Solid field experience, preferably from refugee/IDP emergency response

  • Experience with IDP /refugee related programmes

We offer


  • Commencement: August or before

  • Contract period: 18 months

  • Salary/benefits: According to NRC’s International general directions

  • Duty station:The position will be based in Kabul, but with extensive travels to the NRC field offices in Afghanistan. This is an unaccompanied post/non family duty station, with shared housing/accomodation of moderate standard.

  • Due to the unstable security situation, recreational and social facilities are limited.

  • All international staff working and residing in Afghanistan are obliged to pay income tax to the Afghanistan authorities.

  • Approved health certificate will be requested before contract start.

  • Selected candidate need to provide certified University diplomas prior to applying for visa to Afghanistan
