This position is located in the Strategic Planning, Monitoring and Evaluations Division (SPME), Office of Afghanistan and Pakistan Affairs (OAPA), in the U.S. Agency for International Development (USAID) in Washington, DC .
USAID programs in agriculture, democracy and governance, economic growth, education, energy, health, and infrastructure provide Afghans and Pakistanis with the tools, technical support, capacity building and institutions for stability, economic development and security in the region. In Washington, OAPA provides technical support, analysis and resource management in effectively and efficiently implementing these programs. SPME provides leadership for bureau strategy, communications, and policy and oversees development, as well as program monitoring and funding operations overseas.
Duties
At the full-performance level, Budget Analyst (GS-0560-13) , you will:
Analyze existing programs, pipelines and policy directives to inform the budget formulation process for ongoing and future funding requests.
Prepare talking points, charts, and briefing papers for OAPA leadership in preparation for budget request briefings and testimony to Congress.
Analyze and integrate program and financial data, including disbursements, accruals and pipeline data.
Provide analyses of performance budget data for use in senior level, interagency discussions.
Review Mission budget performance reports and act as the main conduit through which reporting requirements originating in Washington are communicated to the field at the working level.
Analyze legislation and Agency guidance to provide support to the Missions on Government to Government (G2G) program and process development. You must have previous experience in reporting on civilian foreign assistance funds.
