Afghanistan: Education Specialist

NRC Afghanistan established operations in 2003, and currently maintains four area offices in Balkh, Nangarhar, Herat, and Kandahar Provinces, as well as field offices in hard-to-reach provinces: Kunduz, Khost, Faryab, Sar-i-Pul and Badghis. NRC interventions are based on the humanitarian principles, which are promoted to increase the acceptance of humanitarian assistance amongst target populations, as well as, to facilitate and enable access. Afghanistan is a protracted and complex emergency in which conflict and recurrent natural disasters combine, set against a back drop of the continued return of Afghan Refugees from Pakistan and Iran; the humanitarian context is characterized by multiple localised emergencies, striking communities and populations with low resilience and/or high vulnerability.


One of NRC’s key objectives is to ensure access to quality education and sustainable livelihoods. In 2016, NRC will continue to implement an Accelerated Learning Programme (ALP) under the framework of the Ministry of Education Community-Based Education (CBE) guidelines. The NRC Education programme also addresses the needs of the children displaced from provinces/districts that are at risk of education disruption, through targeted ‘Education-in-Emergency’ (EiE) support, and through support to existing and overwhelmed infrastructure through the design and implementation of ‘School Improvement Plans’ (SIP). The Education programme targets vulnerable returnees, refugees, and IDPs, as well as, host communities.
Education Specialist reports to the Head of Programme.


Job description


  • Develop Education strategy, technical guidance and Macro LFAs

  • Compliance with and adherence to NRC policies, guidance and procedures

  • Contribute to fundraising, develop and revise funding proposal, budgets and donor reports

  • Identify trends technical standards and donor priorities

  • Follow up on compliance with contractual commitments within Education, ensure high technical quality and synergies in project implementation

  • Provide technical direction and project implementation support

  • Ensure that key learnings are extracted from Education implementation, and incorporate them in Education and staff development processes

  • Provide systematic training and build capacity of technical staff

  • Represent NRC in relevant forums/clusters, including with national authorities and donors

  • Promote the rights of IDPs/returnees in line with the advocacy strategy

Qualifications


  • Minimum 4 years of experience within technical expertise area in a humanitarian/ recovery context

  • Education expertise

  • Experience from working in complex and volatile contexts

  • Documented results related to the position’s responsibilities

  • Knowledge about own leadership skills/profile

  • Fluency in English, both written and verbal

  • International work experience in preferred

  • Knowledge of INEE Minimum standard/Sphere is preferred

  • Previous experience of implementing EiE, ALP, ECD and vocational training Projects

  • Excellent interpersonal, written and verbal communication skills

  • Strong project proposal report writing skills

  • Strong analysis skills (qualitative and qualitative)

  • Strong cultural awareness and sensitivity

Education level


  • College / University, Master / Phd grade

  • Commencement: July or before

  • Contract period: 18 months

  • Duty station:The position will be based in Kabul, with regular travels to the NRC field offices in Afghanistan.
