Afghanistan: POST OF PROJECT DIRECTOR -COLOMBO PLAN GENDER AFFAIRS PROGRAMME


The Colombo Plan for Cooperative Economic and Social Development in Asia and Pacific, which has its headquarters in Colombo, Sri Lanka, is an inter-governmental organization with a membership of 27 countries in the Asia-Pacific region.

Background of the Colombo Plan Gender Affairs Programme:


The Colombo Plan has been working on gender issues and developments since 2007 under the Colombo Plan Drug Advisory Programme by facilitating women protection centers for women in Afghanistan. As the expansion to this initiative, the Colombo Plan Council approved the establishment of the Gender Affairs Programme during the 282nd Council meeting in May 2014. The Colombo Plan Gender Affairs Programme (CPGAP) will focus on women and children’s rights, issues and development. The Project Director will oversee all GAP project activities in Afghanistan. S/he will represent and uphold the vision, mission and values of the Colombo Plan while guiding and collaborating with implementing partners. S/he will be based in the Colombo Plan’s Afghanistan Field Office for a year.


Job Duties/Main Responsibilities


Ø Provide technical leadership and coordination to the CPGAP Project activities in Afghanistan as a gender specialist;


Ø Manage and administer the CPGAP, including by:



  • Keep the Secretary-General and other relevant CP officers informed of all events, news, government policies, security situation and developments that have a direct or indirect bearing on the Colombo Plan and its activities.




  • Supervision of day-to-day administration and finance under CPGAP;



Ø Ensure timely project and financial reporting


Ø Promote, sustain, strengthen and expand the programme;


Ø Raise funds for gender capacity building and direct empowerment, including income generating programmes, education programmes, health programmes, etc.


Ø Lead the development of new CPGAP projects and activities, including writing project proposals and preparing budgets;


Ø Carry out CPGAP promotion activities for the CP member countries as approved by Secretary-General;


Competencies:


Ø Ability to promote the vision, mission and strategic goals of the Colombo Plan.


Ø Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability.


Ø Effective and efficient project management skills


Ø Fully proficient computer and math skills and high attention to detail.


Ø Proactive and able to work to strict deadlines, and able to develop and work according to project work plans.


Ø Excellent interpersonal skills, proven networking, team-building, decision-making, organizational and written and spoken communication skills.


Qualification:


Ø Should be a specialist in gender issues with advanced degree in Gender/Women Studies, Law, Social work/Sociology, Human Rights, or other relevant field.


Ø At least 8 years’ experience in programme implementation, monitoring and evaluation in gender related projects


Ø Preferred: 15 years or more of relevant experience in an international setting, including at least 8 years of managerial experience is required


Ø Excellent communication and writing skills in English, proficiency in Dari or Pashto would be an added qualification


Ø Ability to work under pressure and be an excellent team player


Ø Financial management experience in analyzing project expenditure and variations
