Contracts Administrator - IDS International - United States





IDS is looking for a Contracts Administrator to administer company contracts and subcontracts from inception to close-out for a large Afghanistan based program. The Contracts Administrator will develop, negotiate, and administer new and existing prime contract(s) and subcontract agreement(s) and acquisition aspects for all contract types (Firm Fixed Price, Time and Material, and Cost Reimbursable) as well as IDIQ contract vehicles. The Contracts Administrator will liaise with business development, finance, program management, and technical teams to provide guidance on interpretation of contractual requirements and risk analysis, and will provide routine reporting on contracts management activities. Additional duties and responsibilities may be required.

For assigned programs, Contracts Administrator will serve as the subject matter expert for the full life cycle of contract administration, procurement, and formal company/customer contract interactions. Contracts Administrator will be responsible for interpretation of prime and subcontract elements and serve as the initial point of contact for all contractual communications with the customer and be responsible for all oral and written representation of the Company.
  • Responsible for the efficient, timely and compliant management of government contracts in support of US Department of Defense customers. Coordinate with BD, Program Management, and Operations teams as appropriate, to administer, issue, review, and execute timely contract agreements incorporating appropriate terms and conditions. These include Prime Contracts, Subcontracts, Teaming Agreements, Non-Disclosure Agreements, Consultant Agreements, etc.

  • Evaluate contract and/or subcontract awards and modifications, identify risks, and provide recommendations for management approval. Develop, review, and manage consent of subcontracts and negotiation memoranda. Develop and manage supplier source selection and acquire due diligence on suppliers. Conduct cost and pricing analysis on potential subcontractors, vendors and consultants.

  • Coordinate and communicate to all personnel as applicable regarding contract docs and ensure contract requirements are fulfilled. Monitor contract(s) for compliance and on-time deliverables, issuing guidance to the program team on matters of contractual interpretation. This could include assisting with cost adjustments, modification cost proposal requests, tracking of deliverable schedule and submittal, ensuring adherence to contract and subcontract requirements, response to questions concerning contract structure and modifications, and as appropriate, evaluation of subcontractor’s performance.

  • Draft and negotiate NDAs, teaming agreements, performance work statements (PWS), and other documents supporting contractual relationships. Responsible for review of

contract and subcontract terms and possess ability to add line-item language into contracts/subcontracts for certain specialized services per review by IDS Contracts VP.

  • Meet contract requests and process contract documents in a timely manner to include development of written correspondence and documentation. Draft and revise templates as appropriate. Responsible for data integrity of electronic contract summaries and physical contract files. Oversee maintenance and enhancement of contract repository.

  • Build and maintain long-term working relationships or partnerships between IDS and clients. Work with team members to support back office operations and program/project management needs, as necessary.

  • Maintain current knowledge of relevant contractual procedures and practices, market trends, and assist in development and improvement of corporate contractual policies and procedures to improve business improvement.

  • Assist with proposal activities as needed to include reviewing proposal documents to ensure compliance with regulations, directives, laws, statutes, and contracting policies as well as compliance with RFP/RFQ requirements. Will also be expected to complete certain proposal sections (e.g., contract management approach, subcontractor management, representations and certifications, etc.)

  • Drive ongoing process improvements for all aspects of company contracting. Maintaining templates for all documents. Understand, archive, and provide visibility to all deviations from standard terms for decision support.

  • Demonstrate compliance, company values and required competencies on a consistent basis.

  • Perform additional duties as assigned.

Qualifications:

  • Bachelor’s degree in business administration or a related business discipline.

  • 3 to 5 years of related experience administering DOD contracts and subcontracts. In depth knowledge of the FAR and DFAR application, Government contracting and subcontracting, and Small Business Subcontracting plans. Knowledge of OCONUS contractual requirements a plus.

  • Experience managing fixed price, time & materials/labor hour, and cost type contracts and solid understanding of Government regulations associated with the administration of each and applicability of contracts to business principles.

  • Excellent interpersonal and negotiation skills to deal effectively with customer, prime contractor and subcontractor personnel regarding contracting issues of varying degrees of complexity in order to work issues to resolution.

  • Strong problem solving and analytical skills to include ability to perform and comprehend pricing analysis.

  • Proficiency in use of MS Office Suite, in particular MS Word and Excel.

  • Excellent communication skills, including listening, writing, and speaking. Demonstrated ability to confer contractual language to non-legal audiences. Ability to manage multiple priorities in a fast-paced environment.

  • Able to remain poised and professional at all times, effectively negotiating and building consensus with various audiences during contracting activities.

  • Must be detailed oriented, possess excellent organizational skills and be able to work independently with a minimal level of supervision as well as part of a team.

  • Collaborative, flexible and able to balance the need for structure with the efficiency and effectiveness of action-oriented, non-bureaucratic and non-hierarchical approaches. Excellent time management, with the capability to manage multiple priorities and short deadlines.
