C-Proposal Manager - Boost LLC - United States

Job Summary
The Proposal Manager is a critical part of team in this exciting growth phase of our US operations. The primary function will be focused on supporting partnership, positioning and proposal development activities on a focused but growing number of opportunities, primarily USAID-funded and primarily in Africa and Asia. S/he will be a core part of the US team making meaningful strategic links between our current work and future directions. This position requires a passionate individual who can prioritize opportunities, assess partnerships and the competitive landscape, and set a plan to capture specific opportunities. S/he will be able to write quickly and with a high degree of competence, think broadly about strategic directions and track the status of multiple opportunities simultaneously.
We are looking for a critical thinker who makes connections among current projects, ongoing and planned donor activities, and innovative private sector initiatives in agriculture and nutrition. S/he writes with clarity and passion. The position is preferred to be based in the Washington, DC or San Francisco, CA areas.
Key Responsibilities
Track relevant donor-supported activities and a maintain a system to prioritize future opportunities in agriculture and nutrition
Represent with partners and engage with them in-person and remotely to assess and develop partnerships
Draft sections of technical proposals such as the technical approach, capability and staffing sections, past performance references, and other areas
Lead the drafting of concept papers
Travel to target countries for positioning or proposal development
Manage the proposal development process by assessing RFA/RFP, likely competition, Digital Green position and scope of work; develop the calendar for development of proposals and manage deadlines
Negotiate with partners, both primes and subcontractors, on roles, scope of work, and budget
Develop budget estimates and engage partners on budget development; work with Digital Green’s finance team to develop final budgets
Manage workflow of potential and current proposals and develop a funding pipeline
Assemble teams of our staff to support proposal development, identify roles, and track inputs
Provide general copy-edit/editorial tasks for other communication materials such as the website, newsletters, internal reports, and the annual report
Communicate with colleagues on progress and flag trouble spots
Identify strategies for leveraging current awards to new opportunities.
Support other functions of the US office as appropriate for a small multipurpose team supporting start-up operations
Qualifications and Experiences
- Bachelor’s degree required, master’s degree preferred.
- Minimum of 5 years of relevant professional experience with business development and fundraising
- Exceptional writing and verbal communication skills
Ability to meet deadlines and produce material with short turnaround time when necessary.
Inquisitive and critical thinking skills capable of drawing thematic connections as well as attending closely to detail
Skills and Competencies
Demonstrated communication, writing, management, and interpersonal skills to effectively collaborate with other professionals, particularly in a business development or fundraising setting
Experience working with US Government contracts and cooperative agreement rules and regulations.
Experience with a broad range of funders and types of programs is preferred; experience tracking win rate and analyzing pipeline health is preferred.
Demonstrated excellence in effective writing and verbal communication. (English required; language competency in other languages is a plus).
- Demonstrated strong computer skills in all Microsoft Office applications.
Technical experience in the areas of agriculture, health, nutrition or ICT preferred.
Candidates should be comfortable taking initiative within their authority, work well with others on small teams, be detail-oriented and well organized.
