Project Summary:
Task Order One (TO-1) of the Monitoring Support Project – Northern Region (MSP-N) monitors and verifies the project work of USAID/Afghanistan’s Implementing Partners (IP) operating in the Northern provinces of the country: Badakhshan, Baghlan, Balkh, Faryab, Jawzjan, Kunduz, Samangan, Sar i Pul and Takhar. The project provides the USAID Mission with additional data on the progress of project implementation that is sufficient, accurate and verified. This data will be compared by Mission technical offices to their own monitoring information concerning performance targets and standards set in the implementing partners’ approved project work plans, Activity M&E Plans (AMEPs) and the Mission-wide PMP.

Position Summary:
The Monitoring and Verification (M&V) Coordinator will report the project M&V Manager and will work closely with the technical teams on the scheduling of M&V site visits, development of M&V questionnaires (which vary depending on the type of project being monitored). The position duties include QA/QC of reports, ensuring high-level quality tracking of all performance measurement indicators and reporting. The M&V Coordinator will be responsible for data collection, storage and reporting and will be responsible for training field monitoring data collection staff and ensuring high quality of data. The M&V Coordinator is also responsible for periodically checking the M&V systems and/or definitions to improve tracking systems.


Responsibilities:


  • Interact with points of contact (POCs) at projects being implemented by firms which have contracts with USAID to schedule monitoring and verification (M&V) site visits or other monitoring activities.

  • Collaborate with MSI’s M&V Manager and two other M&V Coordinators to optimize scheduling of M&V monitoring activities to make the most cost efficient use of field monitors’ time and travel;

  • Track the evolving security situation in Northern Afghanistan to mitigate risk to MSI and partner organizations’ personnel.

  • Develop knowledge of the requirements for robust reporting on site or activity monitoring and on the operating environment/context in which USAID projects are being implemented.

  • Ensure that all project field staff has a clear understanding of the results framework including definitions, targets and data collection sources and collection cycle.

  • Conduct QA/QC on field monitoring reports.

  • Work with technical staff to design tracking, data collection tools and guides.

  • Train and mentor field data collection staff and consultants on data collection methodology and tools and ensure quality control supervision in the field.

  • Oversee internal ad-hoc assessments and special studies as needed.

  • Continually observe M&V activities to determine if and what types of changes to operations or policies are advisable.

Qualifications:


  • Written and spoken fluency in English and Dari.

  • Pashto language proficiency highly desired, but not required.

  • Minimum of bachelor’s degree (not negotiable).

  • Experience working with foreign development organizations.

  • At least 3 years of related experience or 5 years of working experience.

Compensation:


NTA Pay Scale Grade E Step 1-5 depending on the candidate’s level of education and number of years of relevant experience.
