Context:


Under the overall guidance of the Chief of Mission (CoM) and the direct supervision of the Senior Programme Officer, in coordination with the Senior Resource Management Officer (SRMO) in Afghanistan, relevant Project Managers and relevant units at the Regional Office for Asia and Pacific (ROAP) in Bangkok, the successful candidate will undertake activities and tasks in project development, monitoring and evaluation, reporting and donor liaison as part of the Mission’s efforts to strengthen the programme support functions, raise funds in order to continue and expand projects and sectors.


Core Functions / Responsibilities:



  1. Contribute to the design and development of new projects in line with donor and government priorities and in close coordination with Senior Programme Officer, SRMO and relevant Project Managers.




  2. Prepare and ensure timely and quality preparation and submission of all project reports according to requirements of IOM, donors and relevant stakeholders.




  3. Provide support and coordinate with Programme Managers and Information Management



Unit (IMU) on Monitoring and Evaluation (M&E) activities in order to generate data and material


for programme activities’ evaluation, reporting and assist in developing new M&E tools as required.



  1. Assist in developing and maintaining relations with governmental authorities, diplomatic missions, UN Funds, Programmes and Agencies and donors.




  2. Assist in identifying IOM-relevant project opportunities based on national and regional needs and donor priorities.




  3. Prepare, coordinate and follow up on narrative reports, communications internally and externally for relevant IOM Afghanistan, IOM Headquarters (HQs), ROAP staff and Donors.




  4. Act as focal point for IOM for inter-agency coordination mechanisms, as required (UN Development Assistance Framework, UN Country Team (UNCT)) Monitoring and Evaluation working group and so on.




  5. Assist the Senior Programme Officer and Chief of Mission in carrying out initiatives to promote IOM’s image and to increase the level of IOM activities in the country/ region.




  6. Review and edit reports and documents prepared by various Mission units for internal and external distribution.




  7. Undertake duty travel relating to project assessments and monitoring as required.




  8. Perform such other duties as may be assigned.



Required Qualifications and Experience:


Education


• Master’s degree in Political or Social Sciences, International Relations, Development Studies or a related field from an accredited academic institution with two years of relevant professional experience; or


• University degree in the above fields with four years of relevant professional experience.


Experience


• Experience in project development of humanitarian programmes for migrants and capacity-building activities;


• Familiarity with IOM project cycle management and the IOM Project Development and


Implementation Handbook;


• Experience in liaising with governmental and diplomatic authorities as well as with national and international institutions;


• Sound and proven understanding of internal and international migration issues in Afghanistan, the sub-region and related issues;


• Knowledge of the region is an advantage.


Languages


Fluency in English is required. Working knowledge of Dari or Pashto is an advantage.
